Daniel Oliver R.I.P.

I am very sorry to learn the news of the recent passing of Daniel Oliver.  He was a very nice and interesting man to work with, and we had many pleasant and always thought provoking experiences together.  He had a positive, upbeat and often sly-humor-driven disposition.  He was a quick learner and was always open to hearing new and innovative ideas.  

He once was part of a group that had the Department to stop regulating, but was open to accomplishing new outcomes with non-binding guidance. What we were able to accomplish helped to open up a new chapter in grant law, along with some key decisons in Supreme Court cases in which we were able to particpate after arguing the cases in the cirucit below.  Just yesterday, I discussed a few of those times together with a newer member of the staff, who is considering leaving federal  service. There is so much more to share, but I’ve gone on a bit too long already.
